GENERAL PETRAEUS / GENERAL JOHN ALLEN

ABC News' Anthony Castellano and Luis Martinez: " Gen. John Allen Under Investigation in Connection with David Petraeus Scandal" General John Allen, Commander of the International Security Assistance Force in Afghanistan, is under investigation for alleged "inappropriate communications" with Jill Kelley, the woman who is said to have received threatening emails from Paula Broadwell, the woman with whom former CIA Director David Petraeus had an extramarital affair. The FBI has uncovered "potentially inappropriate" emails between Allen and Kelly, according to a senior U.S. defense official who is traveling with Defense Secretary Leon Panetta. The department is currently reviewing between 20,000 and 30,000 documents connected to this matter, the official said. The email exchanges between Kelley and Allen took place from 2010 to 2012. LINK

USA Today's Jackie Kucinich and Kevin Johnson: " Feinstein: Petraeus still likely to testify on Benghazi" Former CIA director David Petraeus will likely be called to testify during upcoming congressional hearings into the deadly Sept. 11 attacks on the U.S. Consulate in Benghazi, despite his abrupt resignation last week over an affair with his biographer, the chairwoman of the Senate Intelligence Committee said Monday. Sen. Dianne Feinstein, D-Calif., expressing deep concern about the need to hear from Petraeus, also threatened to subpoena records detailing a trip that the former CIA director made to Libya in the weeks before his resignation. Feinstein said congressional leaders have been blocked from reviewing the report. House and Senate committees open a series of hearings into the Benghazi matter this week. LINK

The Wall Street Journal's Devlin Barrett, Evan Perez and Siobhan Gorman: " FBI Agent in Petraeus Case Under Scrutiny" A federal agent who launched the investigation that ultimately led to the resignation of Central Intelligence Agency chief David Petraeus was barred from taking part in the case over the summer due to superiors' concerns that he was personally involved in the case, according to officials familiar with the probe. After being blocked from the case, the agent continued to press the matter, relaying his concerns to a member of Congress, the officials said. LINK

The Hill's Jeremy Herb and Jordy Yager: " Lawmakers turn up heat on FBI over investigation of Petraeus" Senior lawmakers on Monday sharpened their criticism of the FBI over its handling of the investigation that led to the resignation of CIA Director David Petraeus. The lawmakers questioned how FBI officials began an investigation into Petraeus and yet did not inform the congressional Intelligence Committee heads - or President Obama - that such a high-level probe was under way. The New York Daily News' Erik Ortiz: " Petraeus mistress Paula Broadwell and her husband were on a romantic birthday getaway in Washington, Va., when scandal broke" Paula Broadwell was on a romantic rendezvous with her husband at a Virginia bed-and-breakfast when details of her extramarital affair with Gen. David Petraeus exploded publicly Friday. And, according to one report, the breaking scandal quickly spoiled the couple's otherwise amorous excursion to celebrate Broadwell's 40th birthday. LINK

The Washington Times' Rowan Scarborough: " From Iraq to Washington: Petraeus has long record of facing tough situations" The fall of David H. Petraeus as the nation's spy chief was the result of a serious failure of judgment, but it will never erase his long record as a military commander who turned the tide of the war in Iraq and set up new tactics for killing Islamic terrorists, his friends and military observers say. ROMNEY'S INFLUENCE

The New York Times' Jonathan Weisman: " Democrats Like a Romney Idea on Income Tax" With both parties positioning for difficult negotiations to avert a fiscal crisis as Congress returns for its lame-duck session, Democrats are latching on to an idea floated by Mitt Romney to raise taxes on the rich through a hard cap on income tax deductions. The proposal by Mr. Romney, the Republican presidential nominee, was envisioned to help pay for an across-the-board income tax cut, a move ridiculed by President Obama as window dressing to a "sketchy deal." But many Democrats now see it as an important element of a potential deficit reduction agreement - and one they can claim to be bipartisan. LINK

JOHN KERRY

The Washington Post's Karen DeYoung and Greg Miller: " Obama considering John Kerry for job of defense secretary" President Obama is considering asking Sen. John F. Kerry (D-Mass.) to serve as his next defense secretary, part of an extensive rearrangement of his national security team that will include a permanent replacement for former CIA director David H. Petraeus. Although Kerry is thought to covet the job of secretary of state, senior administration officials familiar with the transition planning said that nomination will almost certainly go to Susan E. Rice, the U.S. ambassador to the United Nations. LINK

Politico's Philip Ewing: " Report: Obama considers Kerry to take over DoD" If President Barack Obama asked John Kerry to become secretary of defense for his second term, he would bring a seasoned foreign policy hand into the Cabinet but a major question mark into the Pentagon. According to a Washington Post report late Monday, Obama "is considering asking" Kerry, the senior Democratic senator from Massachusetts, to take the reins at the Pentagon. LINK

FISCAL CLIFF

Bloomberg's Hans Nichols: " Obama Seeks Outside Support for Fiscal Cliff Negotiations" President Barack Obama is working to enlist outside support for his position that high-income people pay more taxes as he heads into negotiations with House Speaker John Boehner on how to avoid the so-called fiscal cliff. Obama will host labor leaders at the White House tomorrow, and on Nov. 14 he'll meet with executives of some the biggest U.S. companies, including Honeywell International Inc. (HON) Chief Executive Officer David Cote, American Express Co. (AXP) CEO Kenneth Chenault, Ford Motor Co. (F) CEO Alan Mulally and General Electric Co. (GE) CEO Jeffrey Immelt. LINK

PRESIDENT OBAMA

The Los Angeles Times' Paul Richter: " Obama reassessing sensitive foreign issues now that election is over" The Obama administration has begun to reassess its foreign policy on a range of challenges, including Iran, Syria, Afghanistan and missile defense, that were viewed as too politically sensitive for any substantial shifts during the presidential campaign.
